Neil Batlivala is the co-founder and CEO of Pair Team, an AI-enabled medical group focused on Medicaid and underserved communities. As a healthcare technologist and an engineer who holds a patent in remote medical data capture, Neil’s professional experience spans across primary care, medical devices and machine learning research. His passion for overcoming social and economic disparities has driven him to revolutionize patient care and operations within the healthcare system.
Rafi Cices is the Head of Risk Adjustment, Coding and Billing function at CityBlock Health, a tech-driven healthcare provider for those in underserved communities. Prior to joining Cityblock, Rafi led the Risk Adjustment strategy and analytics at Oscar Health for Medicare and ACA lines of business.
Rafi has experience managing an organization's performance in value based contracts where he successfully implemented contracts with insurers and CMS when he worked at Caremount Medical. He has an undergraduate degree in finance from Rutgers University and an EMBA from the Johnson Business School at Cornell University.
Scott works to create adaptable, trustworthy, and hospitable individuals, organizations, and systems, pushing back against existing health disparities within our communities. Before joining Healthy Alliance, Scott spearheaded the strategy and transformation efforts at a consulting firm in Central New York, successfully spanning the public and social sectors. He delved into government, health care, education, philanthropy, and community-based organizations. A lifelong Syracuse resident, Scott and his family continue to reside, work, and engage with their community. His dedication to addressing complex crises through strategic design underscores his commitment to creating a more fair, interconnected world.
Sarina Master Director of Adult Special Populations Policy and Programming
New York State Department of Health
Sarina Master serves as the Director of Special Population Policy and Programming in the NYS Department of Health. In this role Sarina leads the design, implementation, and management of Medicaid initiatives that support individuals with intellectual/developmental disabilities, physical disabilities, serious mental illness, substance use disorder, and recent incarceration. Sarina also oversees the state-wide Health Home program which coordinates physical, behavioral, and social care for over 180,000 New Yorkers.
Prior to working at DOH Sarina helped launch New York’s first Health Home for people with physical disabilities and led one of New York State’s Balancing Incentive Programs (BIP), effectively reducing the avoidable hospital admissions of disabled adults by better training the direct care workforce. Sarina has assisted in the design and development of a Fully Integrated Duals Advantage (FIDA) program and has supported Medicaid Managed Long Term Care (MLTC) plan operations. At the beginning of her career Sarina served as a paralegal case manager in the Legal Aid Society’s Health Law Unit, providing direct services to thousands of Medicaid enrollees and uninsured New Yorkers.
Sarina received a Master’s in Health Administration (MHA) from Columbia University’s Mailman School of Public Health, and graduated cum laude with a BA from Columbia University.
Ruby Mehta, LCSW, MBA is the Head of Behavioral Health at Cityblock, an integrated, value-based provider of primary care, behavioral health and social care services for individuals on Medicaid or those dually eligible for Medicaid and Medicare. In her role, Ruby supports Cityblock's innovative hybrid care model which integrates telehealth within person services. Cityblock believes that the appropriate use of telehealth is critical to expanding the accessibility of primary care and behavioral health interventions, particularly to vulnerable populations.
Prior to Cityblock, Ruby was the Clinical Director at Tempest, a virtual platform focused on helping people recover from alcohol use disorder. She also held numerous social work roles in community mental health, outpatient addiction treatment and day treatment programs. Ruby obtained her MSW from NYU and her MBA from Stanford Graduate School of Business.
Dr. Rosenbaum serves as the Medical Director of Healthy Alliance, a designated Social Care Network (SCN) Lead Entity through New York’s MRT 1115 Waiver Amendment. Dr. Rosenbaum joined Healthy Alliance in 2019 to support Healthy Alliance’s efforts in improving the health of community members across 24 counties in Upstate New York by addressing non-medical factors that drive health. Dr. Rosenbaum is also a practicing family physician specializing in whole person care.
Rebecca Yanniello Vice President of Population Health

Rebecca Yanniello, MPH, is the Vice President of Population Health at Regal Medical Group, where she has led initiatives to improve health outcomes and reduce costs for members, including a successful program that decreased 30-day hospital readmissions by 67%. With extensive experience in designing and managing population health programs, including services for high-risk, dual-eligible, and homeless populations, she also oversees innovative social work and care navigation services. Rebecca previously served as Associate Director of Programs and Grants Management at St. John’s Well Child and Family Center, where she managed programs addressing diverse health needs such as HIV care, childhood obesity, and maternal health. She is passionate about community-based health solutions and has contributed significantly to public health education and advocacy, including writing A Kids Book About Public Health (A Kids Co, 2023), and mentoring future leaders through her work with UCLA and USC.
